This is a tool they used to thresh wheat, a sledge (this is the bottom) with small stones embedded. The sledge was drawn over the wheat by a donkey on the threshing floor and would separate the grains.

The Israel side of the Jordan River just south of the Sea of Gaililee is a popular site for baptism/rebaptism by several different faiths. While this is probably not the site Jesus was baptised, it is well developed, much more scenic, and could represent what the River Jordan looked like at the time.
